manages the activities of the district executive committee, distributes responsibilities between the first deputy, deputy chairmen and the manager of the district executive committee, coordinates their activities, ensures interaction between the executive committee and the district Council of Deputies, and makes personnel decisions.
Supervises issues:
- implementation of state personnel policy;
- activities of rural executive committees;
- mobilization preparation and mobilization, territorial and civil defense.
Headed by:
- council for coordinating the activities of administrative, law enforcement and regulatory bodies with government authorities;
- commission for certification of heads of agricultural organizations and municipal property organizations of the district, chairmen of rural executive committees, heads and deputy heads of structural divisions, employees of the district executive committee;
- competition commission for the formation of a reserve of management personnel;
- anti-corruption commission;
- commission to determine candidates for inclusion in the Gallery of Fame of the Brest region.
Interacts with:
- prosecutor's office of the Brest region;
- Brest district court;
- military commissariat of Brest and Brest region and military organizations;
- State Security Committee of the Republic of Belarus for the Brest region;
- State Control Committee of the Brest Region;
- Main Directorate of the National Bank of the Republic of Belarus for the Brest Region;

- administration of the free economic zone "Brest";

- department of organizational and personnel work of the district executive committee;
