“One window” service: informing about the implementation of the administrative procedure 17.7

       The “one window” service of the Brest District Executive Committee accepts applications for the implementation of the administrative procedure   “Registration of dogs, cats with the issue of a registration certificate and tag”,   provided for in   paragraph 17.7   of the list of administrative procedures carried out by government bodies and other organizations upon applications from citizens, approved by the Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200.

Dogs and cats must be registered within three days from the date of purchase. Puppies and kittens must be registered between 3 and 3.5 months of age. (clauses 9, 10 of the Rules for keeping pet dogs, cats, as well as catching stray animals in populated areas of the Republic of Belarus, approved by Resolution of the Council of Ministers of the Republic of Belarus dated June 4, 2001 No. 834 (hereinafter referred to as the Rules for keeping pet dogs, cats).

To register a dog or cat, you must contact the   “one window” service   of the district executive committee and   submit  :

1.statement;

2. passport or other document identifying the owner of the dog or cat;

3. for registration of dogs of potentially dangerous breeds - a certificate (certificate) confirming that the dog owner has completed training courses on breeding, keeping and caring for dogs.

 There is no  fee   for completing the administrative procedure   . 

The deadline for the administrative procedure   is   the day the application is submitted  .

When registering dogs and cats, their owners are issued   a registration certificate   and   a tag  of the established form, which must be permanently attached to the animal's collar (clause 12 of the Rules for Keeping Pet Dogs and Cats).

The owner, upon signature, is introduced to the Rules for keeping domestic dogs and cats, as well as sanitary and veterinary rules.

The validity of the certificate and token   is   unlimited 

On a note

Owners of dogs and cats are required to notify the district executive committee, as well as the veterinary institution at their place of permanent residence, within three days of the acquisition, sale, death, loss, change of place of residence or surrender of a dog or cat.

     Note!

Currently, the legislation provides for the payment of tax for owning dogs (Chapter 29 of the Tax Code of the Republic of Belarus (hereinafter - TC), subclause 4.6 of clause 4 of the Rules for keeping pet   dogs and cats  ).

The tax is payable   quarterly   for the ownership of dogs aged three months and older (clause 1 of Article 309, Article 311 of the Tax Code) at the following rates:

59.6 Belarusian rubles – for dog breeds included in the list of potentially dangerous dog breeds;

11.9 Belarusian rubles - in other cases (Article 310 of the Tax Code).

Payment of tax for owning dogs is made by payers by depositing tax amounts simultaneously with payment for housing and communal services (part 1 of paragraph 2 of Article 312 of the Tax Code).
